OverviewThis handbook provides an analytical framework and supporting instruments for evaluating the performance of new infrastructure regulators in developing countries. It argues that an evaluation must examine both regulatory governance (the """"how"""" of regulation) as well as regulatory substance (the """"what"""" of regulation).
