Prepared as a policy reference for governments, members and associate members of ESCAP, civil society and other entities, the publication contains guidelines to direct the effective implementation of this plan. It addresses the following issues: the macro and endemic general recommendations of the Plan of Action and the tasks to build up national capacity and infrastructure to deal with the impact of ageing; the need for special attention in seven major areas essential to integrate older people as participants and beneficiaries of the development process; the importance of cooperation and collaboration between governments, NGOs and other social entities at the national level; and the importance of cooperation between governments and between governments and ESCAP in the implementation of the recommendations.
