OverviewThese guidelines provide guidance to national authorities that have implemented mandatory controls but wish to establish a broaderbased and more comprehensive approach to chemical control in order to respond rapidly and flexibly to changes in local and regional illicit drug manufacturing activities. The text is intended to assist authorities in the development of a code of practice with the national chemical industry as a supplement to existing national legislation in line with the spirit of article 12 of the 1988 Convention. Such cooperative and voluntary efforts with the industrial sector are a key component of effective national and regional chemical control programmes and offer an effective means of monitoring precursor chemicals without impeding access by legitimate users.
