Cate holds a master's degree in women and gender studies from Mount Saint Vincent University in Halifax, Nova Scotia, on Mi'kmaq territory. She continued her studies at the Social Justice Institute at the University of British Columbia in Vancouver on xʷməθkʷəy̓əm (Musqueam) territory.
