Globally Harmonized System of Classification and Labelling of Chemicals (GHS) , also known as the Purple Book , covers all hazardous chemicals and has been developed through co-operation between the International Labour Office (ILO), the Organisation for Economic Co-operation and Development (OECD), and the United Nations on the basis of a mandate given in Agenda 21 by the 1992 United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro.While this publication is aimed at both national and regional governments, it also contains sufficient context and guidance for those in industry who will ultimately be implementing the requirements which have been adopted. It includes revisions relating to classification and labelling, new provisions for aspiration hazards, new guidance on the use of precautionary statements and pictograms, and the preparation of safety data sheets.The Plan of Implementation of the World Summit on Sustainable Development (WSSD), adopted in Johannesburg in 2002, encourages countries to implement the GHS as soon as possible with a view to having the system fully operational by 2008.
