This manual will be an annually updated guide to leniency programmes across the world - leniency programmes being the means by which a cartel participant can gain immunity from, or a reduction in, penalties, in return for blowing the whistle on a cartel. In recent years cartel regulation has become a key priority for competition authorities around the globe resulting in a proliferation of immunity and leniency programmes, hence an increasing need to keep abreast of developments in this rapidly evolving area. Competition authorities are constantly developing and revising their approaches to cartel regulation and introducing new mechanisms for businesses to report cartels, seek immunity and gain leniency. The need for businesses and their advisers to be able to identify and manage their global risk exposure is more pressing than ever before. Author Information

Samantha Mobley is a Partner and the head of the Competition Practice of Baker & McKenzie's London office. She has extensive experience in all areas of EC and UK competition law. She has been involved in numerous cases coordinating the merger aspects of multi-jurisdictional transactions and regularly defends clients involved in international cartel investigations and prepares antitrust and competition programmes for all industry sectors. She co-edits the Global Merger Notification Handbook (Cameron May) and is on the editorial board of PLC's Competition Law Service to which she contributes the chapter 'Prohibited Horizontal Agreements'. Ross Denton is a Partner at Baker & McKenzie's London office in the EC, Competition and Trade Department with special interests in EU and UK competition law, public regulation of international trade, export controls, public procurement and customs matters. He was the co-ordinator of the Firm's International Trade and WTO Practice Group until 2003 and is also a member of the Baker & McKenzie Japanese Practice Groups. Ross is an acknowledged expert in the EU and UK cartels laws and has represented US and Japanese clients in a number of high profile EU cartels.
