Rawlings has a long record of using his legal and advocacy skills on behalf of those who need the most help, especially vulnerable children and families. He is a founding partner of the law firm McMillan & Rawlings, LLP in Sandersville, Georgia, where his practice includes a focus on child welfare and juvenile justice issues. From 2000 through 2007, Tom served as a circuit juvenile court judge for the Middle Judicial Circuit and presided over juvenile justice and child welfare cases in a five-county area of rural Georgia. In 2007, Governor Perdue appointed him to serve as Georgia s State Child Advocate for the Protection of Children; in that role, Tom served as a senior policy advisor to the Governor and General Assembly on child welfare issues. He left that position in 2010 to move to Guatemala with his family, where for almost three years he ran the Guatemala operations of International Justice Mission), a human rights agency that secures justice and restoration for victims of violent oppression such as slavery, sexual exploitation, and human trafficking. In Guatemala City, Tom managed a team of 30 attorneys, investigators, social workers, and experts who brought relief and rehabilitation to child victims of sexual abuse. During his tenure, the IJM Guatemala office launched an innovative new justice system reform project, working with judges and public prosecutors to implement international standards and practices in child abuse cases.
