He was raised with his six siblings on their farm in Thatcher, Utah. He graduated from Bear River High School and served an LDS mission to the Central States. He earned a bachelor's degree in in 1973 from Utah State University majoring in psychology and sociology. He earned a master's degree in counseling and guidance from Brigham Young University in 1975. In 1981 he received a doctorate degree in educational administration from Brigham Young University. He was a teacher and an administrator in the Church Educational System of The Church of Jesus Christ of Latter-day Saints for thirty-four years. Dr. Zollinger's experience as a classroom instructor and his years of detailed research to support his Comparative Christian Religion course taught at the Ogden and Berkeley LDS Institutes of Religion provide the foundation for this organized and thoughtful presentation of the Mormon and Protestant Faiths.
