Recent catastrophes, from the 2004 Indian Ocean tsunami and the ravaging of New Orleans in the aftermath of Hurricane Katrina, to the 2007 floods in Bangladesh, England, and Texas, have made the world very ware of the need for better management of the response to flooding and of the rehabilitation of damaged areas.
