OverviewThe Financial Geography of Community Development provides an uncommon perspective on managing community development and local governmental finance. With a graduate degree in geography, he has been a planning director in two cities in Washington State, and two regional planning agencies in Oregon and Washington; and was a planning manager in a coastal city in California. In public finance, Pat has served as the finance director in three cities, and as chief finance officer in a a large county public works department. Early in his career, he specialized in economic development planning. In the latter part of his career, he became recognized as an expert on incorporating finance in comprehensive planning.
