He taught at Magadh University, Bodh Gaya, and University of Delhi. He also served as a director in the Indian Council of Social Science Research (ICSSR), New Delhi. He is an editor of Studies in Humanities and Social Sciences (IIAS) and Indian Journal of Public Administration (IIPA/SAGE). He has authored/edited a dozen of books published by SAGE and others.
