Two employees working for the Illinois Office of the Inspector General (OIG), the state investigative agency established to protect vulnerable populations, discovered that the agency was Failing to Protect. When allegations of the failures against the Office of the Inspector General were brought to the attention of these two employees, they found themselves alone in their efforts to reveal and correct the failures. Many of those they spoke with to rectify the Failures to Protect were unconcerned people who should have been concerned. Vulnerable populations who were being starved to death, physically abused, sexually abused and neglected beyond comprehension had possibly one last hope of protection with the Office of the Inspector General. However, decisions were made through callous interpretations of the law to not intervene. Thanks to professional investigative journalism by two renowned journalists and swift action by multiple members of the Illinois House of Representatives, these failures were exposed, leaving the same two employees who were classified as heroes by the House of Representatives, alone to deal with the consequences of their heroism. This book will reveal the failures committed by the Office of the Inspector General and the systemic failures to protect some of Illinois' most vulnerable populations that continue today. More importantly, solutions to many of these presently occurring failures will also be addressed. State agencies assigned to protect vulnerable populations should do so independently, without influence or pressure from any entity. Failure to Protect is not an option.
