OverviewDr. Marisa Claudia Jacometo During research on interpersonal relationships and their effects in various environments, such as organisational, social, family, and educational, as well as how these relationships can affect human learning and development. Thus, this thesis sought to prove that the Quota Programme implemented on 29 August 2012 by the Brazilian Government - which reserves, in federal higher education institutions linked to the Ministry of Education, in each selection process for admission to undergraduate courses, by course and shift, at least 50% (fifty percent) of its places for self-declared black, brown and indigenous students - produces an exclusionary inclusion. It is argued that the inclusion policy proposed by this policy model is a palliative measure. In this way, inclusive rhetoric is disguised as merely a ""distraction"" from the real conditions of exclusion in which the lower classes live. Therefore, it is argued that affirmative action, especially the Quota Programme in higher education, does not contribute to reducing social inequality.
