OverviewThrough the intervention of the European Union, the lives of people living in Bosnia-Herzegovina, Serbia and Kosovo have been transformed beyond recognition. From the perspective of the Western Balkans today, the EU looks and acts like a development agency with a spectacularly broad brief and very deep pockets. Yet until the end of the 20th century, external relations and foreign policy were minor aspects of EU activity. How and why has the role of the EU changed so dramatically and what does this reveal about the future development of the Balkan states?_x000D_ _x000D_ Europe s Balkan Dilemma offers the first comprehensive analysis of the impact of EU assistance and intervention in Bosnia-Herzegovina, Serbia and newly independent Kosovo. Since the European Commission formally committed itself to supporting the potential accession of Bosnia and Serbia in 2003, considerable resources have been channelled through NGOs and state agencies with the intention of nurturing good governance, developing democratic civil societies and building state capacity in these politically fragile post-conflict states. Kosovo, for example a land of 2.4 million people has received 2 billion of aid and the assistance package planned for its transition to supervised statehood is even more ambitious. But what has been achieved as a consequence of all this investment of resources and energy? Has EU aid stimulated good governance or entrenched dependency, corruption and state weakness? What legacies remain of nearly a decade of EU assistance? _x000D_ _x000D_ In this important new book, based on extensive research in the region and drawing on fresh empirical evidence, Adam Fagan places these fundamental questions in the context of the EU s ambitions in global security and conflict management beyond the Balkan states. Europe s Balkan Dilemma will be a vital resource not only for students of International Relations and European Studies but also for anyone involved in helping to equip this tumultuous region for the next phase in its eventful history.
