This book is a successful Doctoral Thesis presented to the University of Nigeria for the award of the Degree of Doctor of Philosophy (PhD) in Public Administration. The book assessed the effectiveness of American-model Voluntary Counseling and Testing (VCT) policy in the prevention and control of HIV/AIDS in Nigeria, using Anambra State in South-East Nigeria as a case study. The study highlights the limitations of policy transfer from the developed North to the developing South.
