She was born in Romania, where she graduated with a BSCE from the ÒGh. AsachiÓ Technical University of Ia_i (TUIASI). She holds a PhD in civil engineering from the University of Florida and is a registered professional engineer. Francis Hopcroft, PE, LSP, served in a variety of project management roles as a consultant and as a federal employee for two decades before entering the teaching profession in 1993. He continued his consulting services in the areas of civil and environmental engineering while teaching full-time at Wentworth Institute of Technology in Boston.
