OverviewPublished by the American Geophysical Union as part of the Lecture Notes on Coastal and Estuarine Studies Series, Volume 20. This monograph represents the work of an interdisciplinary, bilateral research team, with members from the Marine Law Institute of the University of Southern Maine, the Complex Systems Research Center of the University of New Hampshire, and the Ocean Studies Programme of Dalhousie University in Halifax, Nova Scotia. The study was made possible by grants from the William H. Donner Foundation, Inc. of New York and the Max Bell Foundation of Toronto, Canada. We are extremely grateful for their generous support and enthusiasm for the project. In the course of the study the investigators held a number of workshops and meetings, allowing study participants to meet and exchange information among themselves and with representatives of government agencies, research organizations, and universities. In this manner additional expertise was brought to bear on specific facets of the study. Two of the most important meetings were held in the fall, 1983. The Canadian-U.S. Energy Exchange Workshop, co-sponsored by the Marine Law Institute, the Northeast-Midwest Institute (Washington, D.C.), and the Canadian-American Center of the University of Maine at Orono, was held October 24, 1983 in Portland, Maine to explore the potential for electricity imports and exports, the U.S. and Canadian regulatory frameworks controlling them, and Fundy tidal power's potential contribution to U.S. electricity requirements. On November 20-21, 1983, the Complex Systems Research Center sponsored a workshop on the regional scientific needs to address Fundy tidal power development. The agendas and lists of participants for these meetings are presented in the Appendices. We are grateful for the contribution made to this work by the workshop participants.
