OverviewIndia is, at present, embarking upon a major reform of its indirect tax system. This book highlights the importance of an integrated fiscal regime promoting innovations in efficient resource management, taxing polluting inputs and outputs, and spreading awareness about the problems facing the environment and its inter-dependent systems. The current structure of taxation in India, the book underlines, is characterized by inadequacies such as cascading, multiple tax rates and inter-state sales tax, fragmenting the all-India market. The ongoing fiscal reforms are aimed at ushering a comprehensive goods and services tax (GST) to address these concerns. The book argues in favour of integrating environmental considerations in the GST regime. Srivastava is Chief Policy Advisor, Ernst and Young, and Honorary Professor Madras School of Economics (MSE). He was earlier member of the Twelfth Finance Commission, and served as Director, MSE. He was also Professor, National Institute for Public Finance and Policy (NIPFP). His latest books include Development and Public Finance: Essays in Honour of Raja J. Chelliah (with Professor U. Sankar), published by SAGE India and Federalism and Fiscal Transfers in India (with Dr C. Rangarajan) published by Oxford University Press India. K.S. Kavi Kumar has been coordinating activities of Centre of Excellence in Environmental Economics (supported by the Ministry of Environment and Forests) at MSE for the past eight years.
