Dr T.V. Rao (1946–), a teacher, social entrepreneur, institution builder, is considered as one of the fathers of HRD. Born in rural India and brought up by his mother and grandparents, he completed his BSc from Andhra Loyola College and his BEd from Regional College of Education, Mysore, MA in psychology from Osmania and PhD from Sardar Patel Universities.
