Since 2000 he has been the Research Director of the criminological unit of Finland's National Research Institute of Legal Policy. He also serves as an Adjunct Professor at the Department of Social Research, University of Helsinki. His research has focused on delinquent behaviour, homicide, and methodology of crime measurement. He has published widely in criminological journals, such as British Journal of Criminology, European Journal of Criminology, and Journal of Scandinavian Studies in Criminology and Crime Prevention.
