Haltom wrote the verdict on Rulfs' impact only seventeen years after his arrival in the city: There is, perhaps, no man in Nacogdoches to whom the city is more indebted for the beauty and splendor of her scores of elegant residents, and the stateliness of her business houses. . . . From a little village of sleepy looking, old-fashioned cottages and wooden stores, the town has developed into a city of magnificent dwellings and imposing brick stores. And to the architecture and mechanical skill of D.
