Der Autor: Andreas Schirra, geboren 1974, studierte von 1994 bis 2000 Rechtswissenschaft an der Universität Mannheim. Seit dem Jahr 2000 ist der Autor als wissenschaftliche Hilfskraft am Lehrstuhl für Öffentliches Recht und Steuerrecht von Prof. Dr. Hans-Wolfgang Arndt an der Universität Mannheim tätig. Seit November 2001 ist er Rechtsreferendar im Vorbereitungsdienst des Landes Rheinland-Pfalz. Promotion zum Dr. iur. im Dezember 2001.
