""Contributor Biography - English Stefan Helmich studied law in Hanover and Nottingham and held scholarships from the Ev. Studienwerk Villigst and DAAD. After a legal internship at the Higher Regional Court Celle, he started practicing as a lawyer for public procurement law in 2011. In 2015, he was appointed as a judge at the Administrative Court of Hanover and was seconded as a consultant for public law to the Ministry of Justice of Lower Saxony in 2020. Having been appointed as deputy assistant secretary in 2021, he lead the central procurement body and the section for state aid control at the Ministry for the Environment, Energy and Climate Protection of Lower Saxony. Von 2015 an war er als Richter am Verwaltungsgericht Hannover besch?ftigt und wurde 2020 als Referent fur ?ffentliches Recht ans Nieders?chsische Justizministerium abgeordnet. Nach Ernennung zum Ministerialrat leitete er ab 2021 die Zentrale Vergabestelle und EU-Beihilfenprufung im Nieders?chsischen Ministerium fur Umwelt, Energie und Klimaschutz. Seit 2024 ist er Leiter eines Rechtsreferates und zudem auf Fortbildungen im EU-Beihilfenrecht t?tig. ""
