OverviewThis legal-historical work deals with the development of emergency aid in favor of the state from 1848 to the present day, with a special focus on the Weimar Republic. The central question is whether the shooting of the separatist leader Franz Joseph Heinz in 1924 was justified by emergency aid in favor of the state. In this context, an overview of separatism in the Palatinate in 1923/1924 is given. Charges were never brought against the perpetrators, so that a legal analysis can only be made in retrospect. At the end of the dissertation, the question remains whether emergency aid in favor of the state has lost its raison d'etre in modern times.
