This book examines the Korean model and how it is different from the digital government models of the West, specifically of the United States and the UK. He obtained his PhD and a Master’s degree in Public Administration from the SungKyunKwan University, and a Master’s degree in Business Administration from Korea University. In 2007, he received the Order of Service Merit – Red Stripes from the South Korean government for his contributions to e-government development, and in 2017 he received a dedication in the Korea e-Government Hall of Fame as one of thirty people who made the e-government of South Korea.
