Prof. Dr. Michael Kotulla ist seit 1999 Inhaber des Lehrstuhls für Öffentliches Recht, insbesondere Umweltrecht. Der Forschungsschwerpunkt liegt dabei vor allem auf dem Wasserrecht sowie dem Immissionsschutzrecht. Ein weiterer Schwerpunkt findet sich im Bereich der neueren Verfassungsgeschichte, dort vordergründig zwischen den Jahren 1806 bis 1918.
