Overview

In order for the ideal of international trade to become reality, customs procedures dating back centuries must be eliminated and replaced with modernized practices designed to foster cooperation and efficiency in world trade. The International Customs Modernization Process (ICMP), detailed in this remarkable book, will do just that. With the aid of modern technology and business practices, nations and industries will benefit through improved enforcement of customs, more streamlined trade of goods, and overall growth of economies. The ICMP is an 11 step process that begins by improving the fundamentals. It then outlines three enabling processes and concludes with implementation and integration of the process and a vision of the promised future.

It reinforces the importance of Customs as a sovereign instrument for delivering desired social and economic outcomes. In doing so, it confronts all the dilemmas, conflicts, and competing demands that are an integral part of modern day Customs administration and demystifies them. -J.W. Shaver Secretary General World Customs Organization As the former Commissioner of the U.S. Customs Service and as someone who was very much involved in Customs modernization efforts in the United States, I can only wish that [this book] was available sooner. The book is a virtual road map that outlines in a clear, concise, and organized manner the step by step approach that would, if properly followed, lead any Customs organization to world class status. The book is an absolute must read for anyone currently in a leadership position in any Customs administration anywhere in the world. But it is also very useful for individuals in the private sector that have an interest in seeing products and services moved expeditiously around the world in a manner that is consistent with national and international law. -George Weise Former Commissioner of the U.S. Customs Service
