Overview

The 73rd and the 74th Constitutional Amendments became law more than a decade ago but their implementation in different states of India has been tardy and uneven. K. C. Sivaramakrishnan is a professor at the Centre for Policy Research and the chairman of its board. He is a member of the Supreme Court bar, a senior fellow at the Institute of Social Sciences in Delhi, and the author of several books and papers on urban management, decentralization, electoral reforms, and environment.
