Munir Ahmad Zia Rao serves as Deputy Inspector General of Police (Training), Punjab, Pakistan. Over the past twenty-five years, he has worked across operational and strategic policing domains, including counter-terrorism, criminal intelligence, and policy development. He has served with Pakistan’s National Counter Terrorism Authority (NACTA), Additional Director Anti Money Laundering Unit  (FIA), and provincial police Training Directorate, contributing to policy development, law enforcement, national security, and community resilience initiatives. Dr. Rao holds a Ph.D. in Terrorism Studies and is recognized for his pioneering field research on suicide terrorism, including extensive interviews with failed suicide bombers and former militants. His academic work bridges empirical inquiry with critical theory, engaging with themes such as biopolitics, necropolitics, radical ideology, and de-radicalization. Beyond policing, he serves as a researcher, trainer, and policy advisor in the domains of counter-extremism, digital radicalization, and the development of sustainable peace narratives in South Asia.
