Overview

This study is devoted to a comprehensive analysis of public management issues. The work does not contain instructions for action, but it does contain recommendations for improving management. Considerable attention is paid to the analysis of the state as a whole and the Republic of Belarus in particular. A generalized description of both ancient and modern states is provided. As a research task, the author attempts to assess the role of the leader in the effective functioning of the state. A comparative description of the qualities of a leader and a manager is given. In conclusion, the concept of priorities is revealed. Particular attention is paid to the improvement of electronic management systems. The study will be useful as reading material for specialists in the fields of public administration, management, politics, macroeconomics, sociology, and philosophy.
