Excerpt from Constitution of the Grand Council of Royal and Select Masters of Massachusetts: And General Regulations for the Government of Councils Under Its Jurisdiction Sect. 3. In it alone is vested the right and duty, which it cannot delegate, to superintend and govern all Councils of Royal and Select Masters Within the jurisdiction. It has exclusive power to grant Dispensations and War rants for forming and opening new Councils, and to extend or revoke-the same. It enacts laws, issues edicts and amends and repeals the same. It censures, suspends and erases Councils, and any of the members, for violation or neglect of its laws and edicts. It has supreme power and authority, throughout this jurisdiction, in all matters pertaining to Councils of Royal and Select Masters, and the Appendant Degree of Super Excellent Master, subject only to the Ancient Landmarks.
