Overview

The Code of Federal Regulations is a codification of the general and permanent rules published in the Federal Register by the Executive departments and agencies of the United States Federal Government. 49 CFR Parts 100-177 cover s the rules, processes, procedures, and regulations for the Pipeline and Hazardous Materials Safety Administration within the U.S. Department of Transportation. In this volume, the definitions and authorities are outlined. For instance, Hazardous material means a substance or material that the Secretary of Transportation has determined is capable of posing an unreasonable risk to health, safety, and property when transported in commerce, and has designated as hazardous under section 5103 of Federal hazardous materials transportation law (49 U.S.C. 5103). The term includes hazardous substances, hazardous wastes, marine pollutants, elevated temperature materials, materials designated as hazardous in the Hazardous Materials Table (see 49 CFR 172.101), and materials that meet the defining criteria for hazard classes and divisions in part 173 of subchapter C of this chapter. Hazardous Materials Regulations or HMR means the regulations at 49 CFR parts 171 through 180. Companies responsible for transporting hazardous materials and oil-related products should be aware of these regulations and processes. Requirements include guidelines for packaging of materials to be transported, weight restrictions for certain modes of transportation, segregation of hazardous materials, safety precautions to include care in loading, unloading, shipments, transports, and more.
