Fairbrother is Associate Professor in the Department of Social Sciences, and a Research Fellow in the Centre for Governance and Citizenship at The Hong Kong Institute of Education. Zhao Zhenzhou is a Postdoctoral Fellow in the Centre for Governance and Citizenship at the Hong Kong Institute of Education.
