Democratic members of Congress believed it to contain controversial material, which led to the manual being recalled and withdrawn from use within four years of publication. The main discussion in ""CITIZENSHIP 1928"" focuses on the definition of Democracy as it changes during the 19th century. Consideration of the Congressional Record and newspaper excerpts help explain why the War Department removed the manual from civilian and serviceman training classes in 1932.
