Abstract: Abstract Urban renewal is usually a lengthy and complicated process because land resumption requires a large number of stakeholders, such as existing owners and tenants, to agree on the terms of compensation or resettlement. In Hong Kong, unsatisfactory past experience from urban renewal projects launched by private enterprises and government in 1960s-1980s with unsatisfactory outcomes resulted in the establishment of Land Development Corporation (LDC) and later transformed to Urban Renewal Authority (URA). Both LDC and URA are statutory urban renewal agents which have different operation principles and objectives. This dissertation focuses on the tenants affected by urban renewal projects. Affected domestic tenants in urban renewal projects launched by LDC or URA are entitled to have compensation either in cash or rehousing unit. It is argued that different compensation policies adopted by LDC and URA would lead to different choices of compensation. This dissertation aims to identify the factors affecting their choices by analyzing the terms of compensation as well as the opinions of the tenants. Based on data from two similar projects (one by LDC and the other by URA), it is found that cash compensation was the dominant choice of tenants. Moreover, the rehousing rate in URA project was four times higher than that of the LDC project. This is because the URA project provided more favorable rehousing units in terms of rental level, location, layout, availability of private facilities in the rehousing units, common facilities provided in the housing estate and public amenities around the rehousing units, even though the rehousing policy in the URA project was more stringent than the LDC project. A questionnaire survey of one LDC project and one URA project on domestic tenants' choice on compensation further revealed that the amount of cash compensation, the location of the rehousing unit and its rental level are the most important factors affecting their choice of compensation. On the whole, the results of this study would help URA understand tenants' views on compensation so that it can formulate better compensation policy in the future.
