HARRY J. WATERS has recently retired after 30 years of teaching at the University of Southern Maine and Gannon University in Erie, Pennsylvania. Dr. Waters' areas of special interest include economic development and market research, as well as the interpretation of his research for use by industrial leaders throughout the country.
