Prof. Huikang Huang is currently the Chairman of the Advisory Committee of International Law, Ministry of Foreign Affairs of China, Arbitrator, Specialized Panel of Arbitrators, Permanent Court of Arbitration, and distinguished Professor of Wuhan University Institute of International Law. He is an expert of recognized competence in international law with profound knowledge and rich experience both in the practice of international law and diplomatic activities. He has been re-elected thrice by the UN General Assembly to the International Law Commission (ILC) since 2010, and has represented the Chinese Government at many important international conferences as well as bilateral and multilateral negotiations on legal affairs. Prof. Huikang Huang had engaged in teaching and study of international law in Wuhan University. After joining the Foreign Ministry of China in 1995, he has successively served as the Counsellor of the Department of Treaty and Law, Deputy Consul General of China in New York, Minister-Counsellor of the Chinese Embassy in Canada, Legal Adviser of the Foreign Ministry, Special Representative for Climate Change Negotiation, Director-General of the Department of Treaty and Law, Ambassador of China to Malaysia.  In addition, he once served as the Assistant Secretary-General of Asian-African Legal Consultative Organization (AALCO), and Vice Mayor of Tangshan, China.
