Marit Skivenes is Professor of Political Science at the Department of Government and the Centre for Research on Discretion and Paternalism at the University of Bergen. Siri Gloppen is Professor of Political Science at the Department of Government and the Centre for Law & Social Transformation at the University of Bergen.
