OverviewThis study looks at the challenges of localizing humanitarian aid in the province of North Kivu, a region of the Democratic Republic of Congo marked by recurring crises linked to armed conflict and massive population displacement. The study analyzes the challenges, limitations and prospects of implementing the localization process, which aims to strengthen the role and capacities of national and local humanitarian actors in the design, management and implementation of interventions. Through a qualitative approach based on documentary analysis, interviews with various humanitarian actors and observation of field practices, it emerged that localization remains a widely recognized but difficult objective to achieve. The main challenges identified concern the financial dependence of local organizations, the lack of institutional strengthening, unequal power relations between international NGOs and local structures, and the accountability requirements imposed by donors.
