Overview

""Canada Under Siege: Espionage, Elite Capture, and the Selling of Anne's Legacy"" unveils the unsettling reality of foreign infiltration and corruption within the tranquil borders of Prince Edward Island (P.E.I.), an area pivotal to Canada's narrative of resilience and freedom. Yet, beneath its serene veneer, P.E.I. has become the epicentre of international espionage and elite capture, orchestrated by figures tied closely to the Chinese Communist Party’s United Front Work Department. At the heart of this narrative is Frank Zhou, a Chinese Canadian entrepreneur with deep connections to the United Front, who, along with influential Canadian figures, has exploited the Provincial Nomination Program (PNP) to serve interests far beyond simple immigration. Zhou’s Anne of China Inc. aimed to commercialize P.E.I.'s iconic Anne of Green Gables, intertwining a beloved Canadian tale with geopolitical strategies aimed at increasing Chinese influence on Canadian soil. The mysterious Zhen-Ru, leader of the Taiwan-based Bliss and Wisdom group, has promised a Thousand Year Monastery on Prince Edward Island. However, the master lived and studied in China before joining Master Jih-Chang and Venerable Abbott Fan Yin, who has been in the Monastery since its inception but left in 2017. They have acquired vast tracts of land either directly or through followers of the Monastic Order. Some think it is a cult, but many say it is simply a closed religious order promoting Tibetan Buddhism and wanting to practice their religion in freedom in one of Canada's prettiest provinces. Veteran investigators Garry Clement and Michel Juneau-Katsuya lead the charge in this deep investigation into PEI corruption, the United Front and potential money laundering activities up to 2019. With their extensive backgrounds in the RCMP and CSIS, they navigate a complex web of deceit stretching from Charlottetown to Beijing. Their investigation uncovers a chilling pattern of covert operations, including aborted law enforcement probes, mysterious disappearances, and the secretive Buddhist group of Nuns and Monks who seem to have close connections with Beijing. ""Canada Under Siege"" is a critical exposé on how foreign powers might be attempting to reshape Canada’s cultural and political landscapes through Elite Capture and influence operations headed by the United Front Works Department. Elite capture cultural leverage. This book is essential for anyone committed to understanding the depth and breadth of foreign influence threatening not just this tiny island but an entire nation. It is a compelling call to action that would seek to address some pressing national security issues right on PEI. It is a book that ends with spectacularly as one of the investigators goes to Taipei to find the truth about the organization but what he discovers might well influence the fight for ultimate control of Tibetan Buddhism and the incarnation of the next Dalai Lama.

Reviews

I have resided in PEI permanently since my retirement, but over the years, during both my time at CTV and as a Senator, I became very familiar with my island's culture of looking the other way when it came to favours and money being doled out by the government. The Provincial Nomination Program was rife with Scandal, and politicians and friends probably should have gone to jail over this program. This book now puts PNP in the context of a bigger plot to influence and control the future of our once-pristine island -- Mike Duffy

Author Information

Garry Clement relies on his 34 years of policing experience, having worked in roles as the National Director for the RCMP’s Proceeds of Crime Program, working as an investigator and undercover operator in some of the highest organized crime levels throughout Canada as well as being Chief of Police in Cobourg, Ontario for 4-years with a perceived mandate of leading amalgamation within Northumberland County. During Garry’s policing career, he received numerous awards and commendations for his investigative abilities. Garry has authored and/or co-authored several papers in national and international publications on organized crime, money laundering and the state of policing in Canada, primarily the RCMO. He has been widely quoted in numerous investigative publications including “The Road to Hell” by Julian Sher and most recently “Wilful Blindness” by Sam Cooper. Garry’s experiences make him an excellent, highly entertaining speaker for conferences, seminars and training programs. Garry is regularly featured in numerous television, documentary, and print media. Michel Juneau-Katsuya is a former senior intelligence officer and the Chief of Asia Pacific for the Canadian Security Intelligence Service. His Sidewinder report, authored in 1998, linked the CCP's Peoples Liberation Army to Chinese organized crime groups known as the Triads and key Chinese business tycoons with links to Triads and the CCP. Their investigation and report was followed up by American intelligence agencies that were seeing the same disturbing links in the United States. It was disturbing because these individuals were rubbing shoulders with elite business and political figures in multiple countries. Dean Baxendale is an international columnist and publisher and a leading voice in exposing transnational repression worldwide. He has testified in the House of Commons and participated in several book launches in the House of Commons UK/Canada and in the Halls of Congress.
