Author Information

The Author: Sung-Don Hwang is Associate Professor at the Graduate School of International Area Studies, Hankuk University of Foreign Studies in Seoul, Korea. After receiving his Ph.D. in Political Science from the University of Minnesota in 1991, he started his professional career as senior researcher at the Korea Institute of Public Administration. Dr. Hwang then served two years as Secretary to the President of the Republic of Korea for Policy Development and Social Policies. He has published numerous articles in American and Korean journals on reforming bureaucracy.
