He has 28 years of experience throughout the US and Canada with steel, concrete and prestressed concrete structure design and finite element analysis, structural dynamic analysis and seismic design, structural fatigue analysis and remaining life prediction, structural condition survey and rehabilitation, long span bridge design, international project management, design-build concept and management, and project risk management. His previous positions included GM-international operations for JSTI, and chief engineer at WBCM. He received his degrees from Tongji University, University of Ottawa, University of Quebec, and Bryson University. He is a member of ACI/ASCE committee 423 Prestressed Concrete, and ACI/ASCE Committee 343 Concrete Bridge Design. He is the past-president of SEI MD Chapter, and is a fellow of ASCE.
