OverviewNormative democracy theorists agree on one thing: democracy is legitimate. They disagree on everything else. They offer various, often conflicting theories of democratic legitimacy. Given the disagreement, it is a no surprise that there is no consensus on what democratic institutions are.1 The complexity of the concept of democracy is responsible for the disagreement.
