Asia is headed toward an uncertain and potentially volatile future in the maritime arena. The two rising Asian powers, China and India, dependent as they are on seaborne commerce for their economic well-being, have clearly set their eyes on the high seas. Toshi Yoshihara is Assistant Professor in the Strategy and Policy Department at the U.S. Naval War College and formerly served as a visiting professor at the U.S. Air War College. He is the co-author of Chinese Naval Strategy in the 21st Century: The Turn to Mahan (forthcoming 2007). James R. Holmes is Senior Research Associate at the University of Georgia Center for International Trade and Security. A former naval officer, he served in the engineering and weapons departments in the battleship Wisconsin, taught at the Naval War College, and is a combat veteran of Desert Shield and Desert Storm. He is the author of Theodore Roosevelt and World Order: Police Power in International Relations (2006 paperback, 2007) and the co-author of Chinese Naval Strategy in the 21st Century: The Turn to Mahan (forthcoming 2007).
