Overview

A double-homicide is committed in a small town in the Colorado Rockies. A young local woman is assassinated along with her partner, a man from out of town whom she had recently met. Her two children are in the home when the assassination occurs. The suspicion is that it's drug related. Fast forward a year. A new town manager is hired. He finds a staff opposed to his reform ideas with his public works director aggressively hostile. He consults with a consultant who advises him to hire a private investigator, which he does. Author Information

Carl and Marilyn Stephani have written numerous articles on city government and presented workshops to audiences at national conferences of city planners, city managers, environmental group leaders and others. Their first book entitled ZONING 101 has sold thousands of copies and is used as a reference in thousand of city halls across the country. ANATOMY OF A SMALL TOWN EMBEZZLEMENT is their first joint effort of a larger scale soon to be followed by another in a similar vein. Carl is also co-editor with Roger Kemp of CITIES GOING GREEN, GLOBAL MODELS OF URBAN PLANNING, and URBAN TRANSPORTATIONS WORLDWIDE, published by McFarland Press. Carl and Marilyn were born in New York and have lived in California, Oregon, Colorado, Arizona and Connecticut. Carl has a Master's degree in Regional Planning and Marilyn completed Master's Degree work in Plant Physiology at Syracuse University. They currently live in Tulsa, Oklahoma.
