Abstract: Abstract With the increasing environmental awareness by the general public, it is a common goal among town planners and other professionals in different fields of expertise to achieve the quality of life. One of the main mandate of town planners is to provide the best quality environment for the present and future generation. However, there are always discrepancies for different kinds of people in defining quality environment. It is not uncommon that public and private environmental protection agencies cannot agree on the best way to achieve the best quality of environment. In Hong Kong, 'environmental protection' is a new concept. The establishment of the administration framework to look after the issue has only been started in recent years. With the establishment of the Environmental Protection Department and the introduction of several pieces of major environmental protection ordinances and policies, how to cope with these legislation and policies in the process of land use planning is of paramount importance. In the study, it reveals that there is a strong relationship between environmental control and land use planning. However, town planners often find themselves in a difficult position in implementing these legislation and policies. No doubt, the best way to do is to strike a balance in determining which is the best options to develop without damage much the environment. The study also suggests that through appropriate land use planning, pollution to the environment can be minimized. The use of planning control mechanisms can also identify incompatible land uses and keep these uses out of the environmental sensitive areas such as the Mai Po Nature Reserve area. On the other hand, the policies and mitigation measures employed in controlling developments often act as the major obstacle in preventing the optimum use of land resources. Through various case studies, both positive and negative effects of the relationship of environmental control and landuse planning are illustrated.
