He received his PhD in political science at Tulane University of that city. After graduating he moved to the Pacific Northwest teaching at the University of Idaho and later at the University of Washington. During his teaching career he travelled widely in the Middle East and India, his areas of academic specialization. After retirement, Rouyer discovered forgotten family memoirs which inspired him to research and write about his maternal family history. This endeavour resulted in his 2015 book 'The Story of an Immigrant Family of New Orleans'. His latest work, 'An American Journey: The Story of My Rouyer Forebears', explores his paternal lineage.
