JUDITH W. RICHARDS is an American who has traveled widely, visited Amsterdam on numerous occasions, and periodically lives in France and Australia. She is married to novelist D. Manning Richards. In writing this book, Judy returned to her first love, history, the primary subject of her Bachelor of Arts degree. She also holds a Master of Business Administration in finance and spent her career in economics, finance, and as head of the commercial real estate development firm she founded in Washington, D.C. She is the author of Fundamentals of Development Finance, a well-regarded university textbook and guide for urban development professionals.
