Overview

This volume, Air Force Pamphlet AFPAM 10-219 Volume 3 Civil Engineer Contingency Response and Recovery Operations 7 May 2015, provides information and guidance for the execution of civil engineer (CE) contingency recovery activities. It describes procedures for a rapid transition from routine, day- to-day operations to an emergency response posture. Using the disaster and attack planning and preparation measures of Volumes 1 and 2 as its basis, this volume addresses how CE executes tasks to ensure recovery and continued operation of the installation during and after a crisis. This publication applies to all Air Force (AF) active, Air Force Reserve Command, and Air National Guard CE units. This pamphlet implements Air Force Instruction (AFI) 10-210, Prime Base Engineer Emergency Force (BEEF) Program and AFI 10-2501, Air Force Emergency Management (EM) Program Planning and Operation. Refer recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change of Publication; route AF Form 847s from the field through the appropriate functional chain of command and Major Command (MAJCOM) publications/forms managers. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with (IAW) Air Force Manual (AFMAN) 33- 363, Management of Records, and disposed of IAW the Air Force Records Disposition Schedule (RDS) in the Air Force Records Information Management System (AFRIMS).
