Dr. Norton completed their PhD degree in social work at Bryn Mawr College. Their dissertation study focused on US media coverage of welfare from 1990 through 2016 with a qualitative content analysis of framing and representation of welfare recipients across the time span. They received a master of social work degree at Widener University and a bachelor's degree in psychology from Ursinus College.
